If a crowd is mostly white do the politicians have to talk about issues affecting the white community?

In the democratic debate tonight the moderator said that because 50% of primary voters in SC are black they picked a lot of questions about black racial issues. If a lot of white people are voting do they have to pick issues affecting mostly white people?
